Ranke has been considered the founder of scientific history in Germany. Though his popularity declined in the second half of the 19th century, Ranke was rediscovered already before 1914 as the intellectual pendant to Bismarck, in common opposition to a Hegelian, universalistic view of world history, in favor of the particularity of nations. Meinecke and his students (Ernst Simon, Gerhard Masur) worked on this image into the 1930s, with a preference for Ranke's construction of historical reality: "Die Geschichte ist nicht eine Auslegung des Geistes in die Zeit, wie bei Hegel, sondern eine Auseinandersetzung des Geistes mit der Zeit, in der eben nur ab und zu "Gottes Finger" sinnfällig und deutlich wird" (Ernst Simon, 1926, reprinted in Brücken, p. 74).

Zimmermann in ADB describes Schmidt-Phiselbeck's outstanding service in reforming the government in Braunschweig after the radical changes of the Napoleonic period. The ascent of Herzog Karl in 1823 put an end to reform and an effort to turn back the clock, resisted by S. His wish to resign was rejected and he fled to Hannover where he continued in government reform work. This was the background to several brochures on the controversy.
